I am helping a friend decide whether she sholuld opt for Penang or Langkawi and needed some advice. She is 21 years old and going to Malaysia with her parents.
Also, hotel recommnedations for Langkawi and Penang?

Otherwise, there is nothing much to do in Langkawi.
Penang would be a better place to visit as there are so many things to see here. Your friend can always do a day trip to Langkawi from Penang.

Got to go with melly10, Penang has history, culture and is far more cosmopolitan than Langkawi. If you want an easy resort holiday go to Langkawi. If you would like to experience something more - it has to be Penang.
Penang was established as the Pearl of the Orient when Langkawi was just a padi.
Penang is a bit busier and a bit more developed in its tourist infrastructure.
